Pittsburg, Pennsylvania. The name "RIGHT WEIGH" is on the postal scale. Also the text: Pat. apl. for J.K. Richie Butler, PA. is engraved. So, most likely this postal scale dates from the period 1923-1927. The postal rate for letters of 2c per 1 ounce was valid in the period July 1, 1919 till July 6, 1932. The letter clip is not original. It was made by me with figure 3 of the patent as example. The weighing capacity is 3 ounces, the scale of the rule is 6 inches long. The overall length is 7 3/16 inch (18.3 centimeters). The material probably is brass. Below some more pictures of this letter scale.
