On top of the scale house there is a knob to adjust the pointer to zero. The bottom surface is covered with a green felt layer, this serves to prevent scratching the surface. The weighing range is 16 ounces. Per ounce a stripe of measure is present. The given English inland postal rate for letters was valid in the period June 22, 1897 until November 1, 1915. I don't possess postal rate information about sending letters to the British colonies, Egypt or the U.S.A.. Nor about letter mail to other countries abroad. That information could further limit the period of this letter scale.
