Fafnir tilting letter scale
 

With this tilting scale, or rocker, you can test whether a letter weighs more or less than 20 grams. Above 20 grams the scale arm tilts and the letter slides against an upright edge. The brand name Fafnir, the function the letter weight tester and the weight limit of 20 grams are displayed on the front of the scale. Below this is a comprehensive overview of the then valid letter post rates for local, domestic and international. Mail to foreign countries is listed separately for mail to Hungary and to the C.S.R. that is the old Czechoslovak Republic. And separately to the Free State of Danzig, to Lithuania, to Luxembourg, Austria and the Memel area. The local rates were valid between 1925 and 1938. The rates from above 20 grams to 250 grams and above 250 grams to 500 grams seem to me superfluous here.
The German patent with number DE607347 describes this scale. It is in the name of Siegfried Suchowolski from Berlin. The patent dates from August 29, 1933. The actual scale is very similar to the patent drawing. Only the counterweight is on top and not under the arm like on the drawing. The Fafnir tilting scale dates from between 1933 and 1939.
