This letter scale probably originates from Germany. However, the decorative base looks very French, compare this scale base with the base of this scale. On the bottom of the cast base is the number 748, the word DÉPOSÉ, which suggests a protection, and a not too sharp logo. Presumably that is the logo of the Ernst Georg Zimmermann foundry from Hanau in Germany. On more readable logos the pennant text Carpe Diem [= Seize the Day] can be read, see both logos further on this page. The foundry of E.G. Zimmermann started in 1840 or 1842, and stopped in 1966, or only in 2011. Internet sources contradict each other. On the cast frame with graceful feet on the four corners lies a square marble tile of 43.5 x 42.6 millimeters. On this is mounted a cast stand on which a brass letter scale is screwed. The letter scale part could come from Philipp Jakob Maul. In the middle right the scale base has a zero adjustment screw. The letter scale weighs up to 75 grams and has stripes of measure per gram. The value 15 is stated separately. The measurement scale is made of nickel-plated brass.
The scale height is 26.0 centimeters, the scale base measured over the decorative feet is 71 - 73.5 - 70 and 75 millimeters, so not a true square. The diameter of the letter tray is 58 millimeters.
