The brass base with the floral pattern has been used with various weighing mechanisms. Here, it's probably from England. Unfortunately, there's no name or brand on it. Previously a scale with a brass base with a similar floral pattern was shown, see this one Soennecken. The feet vary, being either straight, stepped, or with round decorations. This simple weighing mechanism can also be seen on a wooden base, see this one for example scale.
The weights are 4 ounces, 2 ounces, 1 ounce, and two differently designed ½ ounce versions.
The base, measured across the feet, is 21.2 x 13.0 centimeters. The weight plateau is 3.9 cm round on the outside and only 2.9 cm round on the inside. The base diameter of the 4oz and 2oz weights is 3.6 cm and 3.2 cm, respectively. Placing them on the platform requires some care. The letter plate measures 6.3 x 5.3 cm. It is 9.5 cm high.
