LIBERTY letter scale

The given rates could be useful in determining a date to this letter scale. But I still don't have sufficiently detailed lists of American postal rates. U.S. First Class Mail is separated here in Local and Other Points. The range is two pounds (Lbs) and the range is subdivided per halve ounce (oz). The primer of this letter scale is a dark brick-red. On top of this, an egg-shell gold color is given. The indicator, both paralleled arms and the bottom of the base are kept brick-red.
