This pocket-scale is too coarse to be employed as a letter scale. The range is somewhat peculiar: 15 Lb. This unit of measure is not indicated at the scale. The chart is subdivided by a stripe per quarter pound. The end face reads: SENATE NOVELTY and PATD  MAR 29 04 and also the number 154. It appears that on March 29 1904, an American patent was granted to August F. Meisselbach & William Meisselbach Jr. The patent has the number 756,175. I don't know the meaning of the number 154.
