This stately old Salter No. 11 letter scale looks very similar to the previously shown Salter letter scale, for further information see that page. The here presented letter scale has the following postal rate: 1 ounce = 1 pence; 2 ounces = 1½ pennies 4 ounces = 2 pennies; 6 ounces = 2½ pennies; 8 ounces = 3 pennies; so on to 24 ounces = 7 pennies. This postal rate was valid for letters in Great Britain in the period July 1, 1885 until June 22, 1897. So this letter scale is older than the previously shown Salter letter scale.
