The scale of measure has the shape of a dial. The weighing range of 11 Lbs. = 11 Pounds = 4,9895 kilograms is subdivided per 1 oz. = 1 ounce = about 28.35 grams. And 1 pound = 16 ounces. At the inner circle is the postage rates for parcels: 6D (6 pence) at 3 Lb., 9D (9 pence) at 7 Lb. and 1 sh. (1 shilling) at 11 Lb. In the old British Money system before the decimalization of 1971 1 shilling equals 12 pence = 12 pennies. 20 shillings makes together 1 Pound (£1). This rate was valid in the short period of June 3, 1918 until June 1, 1920. The design of this parcel scale existed even longer already because it was published in the Salter catalog of 1898. There were even several versions: one with a copper or an enamel dial, and in different diameters, with a copper or an iron platform, in multiple dimensions, or at an additional cost with a porcelain dial and a nickel-plated platform. Also an electro copper bronzed scale at additional cost was available.

In a 1899 catalog of Salter is stated that the Salter No. 35 is also available with a weighing range of 5 kilograms subdivided per 50 grams on the dial. The No. 35 model is in appearance very similar to other scales made by Salter, for instance the brown plain No. 11, the green No. 11, the chrome No. 11 or the ornamental letter scale No. 11.
